Focusing on assets should be considered as the first step to achieve economic development, so that it can be claimed that no country has ever been able to develop without recognizing and knowing about local and territorial assets and without preparing the land and prioritizing its needs and challenges. In such a program, one can clearly understand the role of human power as the most important factor of growth and development and know that without the active and effective presence of local elites and experts, the existence of any advantages and savings cannot guarantee development, but it may even be the reason for economic misbehavior and Or even the illusion of capitalism. In fact, most of the third world countries are societies that consider the possession of a native advantage as infinite wealth, and by selling raw materials without paying attention to added value, they have reached high but temporary incomes, which have caused the illusion of capitalism. Unbeknownst to the officials of those countries, they have auctioned the property of a nation in exchange for receiving small amounts and achieving short-term economic goals.

In the meantime, developed countries, by injecting the thinking and ideas of elites and academics and a value-oriented look at local advantages, benefit the most from the least they have, and almost none of their resources and mines and their natural capacities are offered to the market before adding value. .

In these countries, human resources are the link between territorial assets and development problems and challenges; For this reason, from the very beginning, rail laying is in such a way that the local capacities to solve the problems and accelerate the development process are available to elite and experienced human resources; The human force that has previously been trained for this role in the university and industry and has acquired the necessary training and skills; This means, the educational system of developed countries knows exactly why and how it should train elite human resources, so that this trained workforce can be a strong pillar of development by being placed in the cycle of serving the society and having a sense of social responsibility.
